About the Topic
The use of advanced composite materials in airframe structures for small airplanes, transport aircraft and rotorcraft has steadily increased since the 1970s. Small airplanes have used composites in most airframe structure since the 1980s. Many transport aircraft and rotorcraft applications in the 1980s and 1990s included control surfaces, empennage, propellers and rotor blades. Current transport and rotorcraft applications have expanded to include fuselage, wing and additional dynamic components.

Composite safety and certification initiatives (CS&CI) were derived by the Federal Aviation Administration (FAA) for work with industry and other government organizations on technical issues important to the development and substantiation of composite aircraft structures. Past certification experiences, service history, focused research and industry pursuit of new technologies form a basis for the approach used with CS&CI. Results from CS&CI include new rules, policy, guidance and the associated detailed background, industry standards and training.

This talk will summarize recent CS&CI accomplishments. Past work in material & process control, structural substantiation and bonding will be briefly reviewed, including updates on current FAA perspectives. Recent CS&CI work on damage tolerance and maintenance practices, which includes a recap of several international workshops to benchmark industry practices using safety management principles, will highlight most of the presentation. The importance of help from standards organizations such as the Composite Materials Handbook 17, CMH 17 (a.k.a. Mil-17) and SAE Commercial Aircraft Composite Repair Committee (CACRC) will be covered. The role of SAMPE in applied research and continuous education supporting CS&CI will also be reviewed.
About the Speaker
Dr. Larry Ilcewicz is the FAA Chief Scientific and Technical Advisor for Composite Materials. He started work with the FAA in 1998. Since joining the FAA, he supported many new small airplane, rotorcraft and transport aircraft certification programs. He has also worked on accident investigations and service problems involving composites. These experiences helped Larry develop an international plan for composite safety and certification initiatives to work with industry, academia and other government groups in pursuit of guidance, training and standardization. Larry came to the FAA from Boeing, where he worked 17 years on various programs in the commercial transport aircraft division. This included support to 737, 757, 767 and 777 aircraft in various stages of development, production and service. Larry was also principal investigator for a large NASA-funded research program to develop composite design and manufacturing concepts for a wide-body transport fuselage. He has authored/co-authored more than 70 technical publications.

-attending monthly PSEC meetings (held Monday evenings at Rock Salt restaurant on Lake Union)
-attending an annual workshop (held in June)
-coordinating PSEC award nominations
-forwarding volunteer opportunities to the Chapter (example: Mentor night at a local university)

IEEE/Nat'l Engineering Week Future City Competition
The National Engineers Week Future City Competition is a contest for 7th and 8th grade students hosted locally by the Seattle Section Institute of Electrical and Electronics Engineers (IEEE). In it, middle school classes design a future city using SimCity 3000 software, build a model of the city, write an essay, and make a verbal presentation. The program is designed to foster an interest in math, science, team building and engineering through hands-on, real-world applications. The contest is open to all public, private, home, and parochial schools.

Technicians Can Earn Certificates in Composites at Edmonds CC
Edmonds Community College will offer a Work Ready Certificate in Materials Science, starting winter quarter, 2007. In this program, students learn basic material properties, advantages of using composites, and manufacturing processes. The courses will also emphasize hands-on learning.
"We're combining emerging technology with innovative learning processes to create a short term certificate program. They will be flexible in their delivery," said Mel Cossette, Director of Materials Science at Edmonds Community College.
The program is the result of close cooperation between the Boeing Company and Edmonds Community College. The focus of the program is the production of aerospace composites that can be used for a variety of applications, including the 787. Classes will be held in the late afternoon and early evening, Monday through Thursday.
"Our classes are scheduled so that incumbent workers can take advantage of this training," said David Wood, Instructor at Edmonds Community College.

Meeting Information
Seattle Chapter normally meets on the 4th Tuesday of the month in January, March, April, May, September, October, & November. The Puget Sound Materials Exposition is held in February, the Crab Feed is in July. There are no scheduled meetings in June and August. Board meetings are held on the 1st or 2nd Tuesday of each month at Jubilante Restaurant in Renton. All members are welcome.
